The Erasmus Mundus MAPP program is one of the most prominent European programs globally recognized in the field of public policy studies. It offers an interdisciplinary curriculum through four leading European universities with multiple tracks including Global Public Policy, European Public Policy, Development, and Governance. The program also provides field internships and study trips, in addition to a generous scholarship covering tuition fees and living expenses, making it an ideal option for ambitious students from around the world who aspire to build a professional future in policy and international decision-making.

The program is accredited in Austria, the Netherlands, Spain, the United Kingdom, and also in the United States for CEU tracks. Since 2022, it has also received accreditation from the European Approach for Quality Assurance of Joint Degree Programs.

Since its establishment in 2007, 408 students from 80 countries across 5 continents have joined the program, and 94% of graduates found employment within just 6 months.

Scholarship and Funding Details

  • Number of scholarships offered: A limited number awarded to the top applicants.
  • Duration: 24 months.
  • Value: €1,400 per month, with a maximum of €33,600.
  • Covers: Travel, visa, settlement, living costs, and any other expenses.
  • Full tuition waiver for scholarship recipients.
  • Additional support is available for students with special needs.
  • Cannot be combined with any other EU-funded scholarship.
  • Students who have already received an Erasmus Mundus (EMJM) scholarship are not eligible to apply again.

Available Study Tracks

  1. Global Public Policy

    Focuses on the policy-making process at international and global levels, including the design and operation of international organizations and global political regimes, while providing in-depth understanding of public policy in both national and international contexts.

  2. European Public Policy

    Specializes in analyzing and making policies in the European Union, its member states, and neighboring countries, with a central focus on the policy cycle from agenda-setting to implementation, from a problem-solving perspective.

  3. Political Economy and Development

    Strengthens students’ knowledge of public policy approaches related to political economy and development.

  4. Governance and Development

    Focuses on governance and development in the context of developing countries, attracting students who aspire to work in international organizations in the future.

Eligibility Requirements

Academic Requirements

  • Bachelor’s degree of at least 3 years from a recognized university.
  • Minimum grade: Upper Second/2.1 or equivalent B+ (3.17/4.0).
  • Preference given to graduates of social sciences or equivalent.
  • Applicants with Natural Sciences or Engineering degrees are not eligible.
  • Master’s degree holders must also meet the same GPA requirements.
  • Priority is given to students who have not previously studied at postgraduate level.

Mobility Requirements

  • Mandatory study in at least two different countries (each period at least 30 ECTS), different from the applicant’s country of residence at the time of application.
  • Proof of residence required (residency certificate, rental contract, or utility bill).
  • Virtual mobility cannot replace compulsory physical mobility.

Language Requirements

  • Exemption from language certification for applicants from English-speaking countries (e.g., Australia, Canada, UK, USA, South Africa, etc.) if their entire degree was taught in English.
  • Students from other countries may request an exemption if their degree was taught entirely in English in the USA, Canada, EU, UK, etc.
  • All other applicants must provide one of the following test scores:

    • TOEFL iBT: 95+
    • IELTS Academic: 7+
    • Cambridge C1 Advanced: C1 or higher
    • Cambridge C2 Proficiency: C2
    • Duolingo English Test: 130+
  • Certificates must be recent (within 2 years for TOEFL/IELTS/Duolingo, within 5 years for Cambridge exams).

Additional Requirements

  • Strong personal motivation and interest in European and international public policy, assessed through a statement of purpose.
  • Work experience is not mandatory but gives applicants preference.
  • Spanish proficiency is not required but allows students in certain tracks to take optional courses in Spanish.

How to Apply

  • Applications are submitted via the program’s online portal.
  • No application fee for the Mundus MAPP program (unless applying to other CEU programs).
  • Applicants interested in the scholarship must indicate this in their online application.
  • Scholarships are awarded based on academic merit.

Application Deadlines

  • December 10, 2025: For applicants seeking financial aid or early self-funded applications.
  • April 15, 2026: For non-EU/EEA applicants not seeking financial aid.
  • July 1, 2026: For EU/EEA applicants not seeking financial aid.
