An Opportunity to Attend the 2025 World Forum for Democracy in France | Fully Funded

The Council of Europe has launched an open call for young people from around the world to participate in the 2025 edition of the World Forum for Democracy as part of the “Youth Delegation,” to contribute their ideas toward reviving democracy and addressing the global challenges it faces. This is a unique opportunity for youth to engage in a global dialogue, present their visions to decision-makers, and actively contribute to developing innovative democratic solutions.

About the Forum
The World Forum for Democracy is an annual event held at the Council of Europe headquarters in Strasbourg, France. The forum brings together policymakers, academics, activists, and democracy innovators from around the globe. It aims to:

  • Analyze key challenges facing democratic systems.
  • Showcase innovative grassroots initiatives.
  • Strengthen democratic institutions through diverse experiences and practices.

Theme of the 2025 Edition:
“Democracy in Danger: How Can We Revive It?”

The forum seeks to explore answers to this question amidst growing challenges such as economic inequality, technological shifts, loss of trust in institutions, and authoritarian threats.

What is the Youth Delegation?

The youth delegation is a core component of the forum. Around 50 young individuals will be selected to represent the diversity of global communities and take part as:

  • Speakers.
  • Active participants in workshops and events.
  • Representatives of youth perspectives on democracy.

A preparatory workshop will be held for the youth delegation at the European Youth Centre in Strasbourg before the forum begins. It includes:

  • Learning about the work of the Council of Europe.
  • Developing ideas and initiatives.
  • Preparing for participation in official sessions.

Goals of Youth Participation

Youth involvement in the forum aims to:

  • Strengthen the role of youth in democratic decision-making and policy development.
  • Introduce fresh and innovative youth perspectives to revive democratic systems.
  • Promote intercultural dialogue within the framework of human rights and democratic participation.
  • Foster experience-sharing and connection between youth and change-makers.

Who Can Apply?

Applicants for the youth delegation must:

  • Be between 18 and 30 years old.
  • Be fluent in spoken and written English.
  • Be actively involved in organizations or initiatives related to democracy and social innovation.
  • Be fully available to attend the forum from November 2 to 8, 2025.
  • Be prepared to participate in sessions and activities before and during the forum.

Priority will be given to applicants who have previously taken part in Council of Europe youth sector activities.

Participation Timeline

  • Arrival in Strasbourg: 2 November 2025
  • Youth Delegation Workshop: 3–4 November 2025
  • Official Forum: 5–7 November 2025
  • Departure: 8 November 2025

 

Funding and Costs

All expenses are fully covered by the Council of Europe, including:

  • Travel and visa costs: Reimbursed after submitting receipts, or tickets may be issued in advance upon request.
  • Accommodation: Provided at the European Youth Centre in Strasbourg from 2 to 8 November 2025.
  • Meals and daily expenses: Fully covered.
  • The center is equipped to accommodate participants with disabilities and can provide necessary support.

To apply:

  • Fill out the online application form entirely in English.
  • Provide clear information about your involvement in democracy-related work.
  • Do not use AI tools to write your application – all submissions are screened using detection software.

4 August 2025 at 23:59 Central European Time (CET)
Early submission is recommended to avoid technical issues.

Selection Criteria

Applicants will be evaluated based on:

  • Gender and geographical balance.
  • Diversity of backgrounds and youth experiences.
  • Clear commitment to democracy-related issues.
  • Quality of the application and uniqueness of the proposed contribution.

Notes:

  • Some applicants may be invited for short interviews during the evaluation process.
  • Selected participants will be notified by mid-September 2025, and a waiting list may be created.
