Overview
The International Youth Climate Delegate Program (International YCDP) aims to integrate 100 young people into the global climate policy negotiation process, with a particular focus on delegates from nations listed as Least Developed Countries (LDCs), Small Island Developing States (SIDS), as well as indigenous populations and other minority groups worldwide. YOUNGO, the Official Children and Youth Constituency of the United Nations Framework Convention on Climate Change (UNFCCC), will collaborate with COP28 Youth Climate Champion, Her Excellency Shamma Al Mazrui, to oversee this program.
The program aims to achieve the following specific objectives:
- Integrate youth views and proposals into global climate policymaking and dialogues.
- Develop youth skills, capacity, knowledge, and networks, particularly in the countries most affected by climate change, to engage in climate processes.
- Serve as a model for the COP process on youth inclusion.

Eligibility Criteria
- Participants should be aged between 18 to 35 by the end of the year.
- The program is open to all youth, but priority will be given to residents of SIDS and LDCS. Indigenous communities and other minority youth are also encouraged to apply.
- Applicants must show a commitment to and experience in climate and sustainability fields, including education, paid or voluntary work, and extracurricular activities.
- Candidates with at least two years of experience and/or education in sectors such as climate, energy, infrastructure, urban development, biodiversity and nature conservation, food and water systems, health, peace and security, education, humanitarian relief, transport, industry, finance, gender equality, and community engagement, among other areas, are encouraged to apply.
- Priority will be given to candidates with climate policy engagement experience and a clear advocacy plan for COP28.
- Candidates should ideally not be affiliated with their government’s COP delegations. However, a limited number of participants may be youth representatives within their national government delegations but must still consult with youth outside of the government.

Notes
- Shortlisted candidates must submit a short essay on a climate-related topic specified by the committee.
- Final interviews will take place from mid-to-end April.
- Those interested in attending the June SB58 Bonn intersessional should apply early and indicate existing EU travel authorization in their applications.
- YOUNGO will notify candidates of their selection by early May, and the 100 chosen delegates will be announced later that month.
- The program will run from May through December 2023.
